Position Description:
Responsible for conforming to customer standards and requirements and will be involved in creating and maintaining code and database structures such as COBOL, Restructured Extended Executor (REXX), Job Control Language (JCL), CLIST, DB2, as well as numerous mainframe utility tools such as SYNCSORT, File-AID/Related Data XPERT (RDX), etc. Responsible for unit testing and validation against desired outcomes. The resource is expected to function as part of a team, maintain a high level of collaboration with federal client of customers, and must demonstrate excellent communication skills to ensure success.
Develop JCL and software code using customer defined standards and software engineering best practices
Evaluate impacts of database schema changes on existing software components
Investigate and repair application defects related to business logic, middleware, or database (DB2).
Provide software expertise in one or more of these areas: Java application integration, Java enterprise services, service-oriented architectures (SOA), security, and business process management/business rules processing.
Brief management, customer, team, or vendors using written or oral skills at appropriate technical level for audience
Provide guidance/support to other junior/mid-level developers.
Impact functional strategy by developing new solutions, processes, standards, or operational plans that position Client competitively in the marketplace.
Use MS Project, Visio and IT Governance Frameworks to document the solution architecture & develop UML based design documents.
Attend all customer technical discussions/design/development meetings and provide technical inputs to further enhance the code quality/process.
Impact functional strategy by developing new solutions, processes, standards, or operational plans that position Client competitively in the marketplace.
Provide guidance/support to other junior/mid-level developers.

Key Required Skills:
Strong experience with IBM z/OS (OS/390/MVS) environment developing and maintaining JCL and COBOL, Dialog Manager, CLIST, JCL, and DB2 for application software systems.
Requirements
Basic Qualifications
Bachelor's Degree in Computer Science, Mathematics, Engineering or a related field with 7+ years of experience
Masters or Doctorate degree may substitute for required experience
10+ years of experience with Mainframe.
Must be able to obtain and maintain a Public Trust
Required Skills
Advanced experience with DB2 load and unload utilities (e.g., File-AID, TestBase, IBM utilities).
Entry level to moderate working knowledge of CLIST or REXX and/or File-AID/RDX -- Highly Desired.
General experience with PII/FTI data protection (e.g., data masking, data sanitization) – Highly desired
Experience with mainframe-based software configuration management systems such as Endevor.
Experience with Control-M or other mainframe-based job scheduling tools.
Detail oriented and committed to consistently completing repetitive production-like tasks on-time and error-free.
Ability to independently research problems and provide solutions.
Excellent verbal and written communication and customer relations skills.
Strong communication and documentation skills.
Desired Skills
Experience with the implementation of Section 508 standards for Web Applications.
Exposure to writing Technical White Papers and systems design documents.
Prior experience with federal or state governments IT projects.
Experience with Java and other low code platforms like ServiceNow, Pega, MS Power Platform etc.
