Job Title: Sr Project Manager

Location: 55 Farmington Ave Hartford, Connecticut 06105 (100% REMOTE)

Duration: 12+ Month Contract with possibility to extension


Job Description:

Consultant must be willing and available to travel into the office as requested or needed. If workflow dictates an on-site presence is not needed, consultant may work remotely. Consultant must be on camera during virtual meetings. Travel to various state offices may be required. State Agencies are located in downtown Hartford and the Greater Hartford area. Local Travel Reimbursement is not provided.

 

The contractor must use  their own laptop, webcam, and high-speed internet (if working remotely) to perform their duties. All software licenses and access will be provisioned by the State of Connecticut.

About the Role

The Project Manager will lead a cross-functional project team, driving meaningful change, and ensuring the delivery of high-impact digital services to the State of Connecticut. The Project Manager will develop and manage project plans, establish effective project governance, manage vendors, facilitate meetings and agile ceremonies, provide regular status reports, identify and manage risks, and act as the primary point of contact for stakeholders.

 

Experiences Required for This Role

 

Project Planning & Management – At least 5 years of experience and use cases with the following:

·        Defining project scope, objectives, and deliverables

·        Creating project plans, schedules, and timelines

·        Organizing and facilitating internal and external meetings

·        Preparing and distributing progress reports

·        Communicating plan deviations and implementing corrective actions

·        Establishing and managing a well-defined project management process

·        Championing continuous process improvement

 

Risk/Issue Management & Mitigation – At least 5 years of experience and use cases with the following:

·        Identifying, tracking, and comprehensively documenting project risks and issues

·        Assessing potential impact of identified risks and issues

·        Developing and implementing effective mitigation strategies

·        Proactively addressing risks to minimize disruptions and maintain progress

 

Ensuring compliance with policies, procedures, and regulatory requirements

 

Team Management & Team Building – At least 5 years of experience and use cases with the following:

·        Fostering a collaborative and results-driven work environment

·        Holding teams accountable for commitments and ensuring alignment with project objectives

·        Removing roadblocks and impediments that hinder team progress

·        Leveraging organizational resources to improve team and individual capacity for project work

·        Managing vendor relationships and coordinating activities of third-party resources effectively

 

Knowledge, Skills, and Ability

 

Project Management

Extensive experience in varying project management methodologies, including the ability to manage projects using Agile, Waterfall, Hybrid, Scrum, or Kanban as appropriate

Expert in PPM (Project and Portfolio Management) tools such as Monday.com

Expert in Microsoft Office Suite and diagramming tools such as Miro or Visio

Proficiency in software development tools such as JIRA and Confluence

Ability to translate technical and design tasks into project plans, and effectively communicate technical concepts to non-technical stakeholders

·        Ability to successfully manage multiple projects concurrently

 

Performance in Complex Situations

 

Experience in managing stakeholder expectations and maintaining positive relationships

·        Expert in managing conflicts and resolving disputes among diverse stakeholders

·        Strong problem-solving skills, finding innovative solutions to move projects forward

·        Skilled in drawing out unexpressed dependencies, requirements, and expectations

·        Comfort in blazing a path through an ambiguous work environment

·        Judgement in dealing effectively and diplomatically with all levels of government staff

·        Ability to maintain strict confidentiality

 

Preferred Skills & Qualifications

 

Other Desirable Skills

·        A bachelor’s or master’s degree in business or related field

·        PMP (Project Management Professional) certification

·        3+ years of leadership experience

·        Experience with web management content systems such as SiteCore

·        Exposure to various technology platforms and services, including Salesforce, MuleSoft, Azure, Power Platform, ForgeRock, and Google Analytics

 

Administrative Considerations

 

The Project Manager may work on multiple projects simultaneously, leading a cross-functional project team to meet project objectives. The scope of assignments may evolve, either scaling down or expanding, as projects progress through different phases. The contract employee shall be expected to maintain and provide written documentation on any work performed in conjunction with this engagement.

 

The engagement will be for a term of up to 12 months. All work will be performed in eight (8) hour shifts, Monday to Friday, excluding State holidays. Consultant must be available and working during core state working hours, Monday to Friday, 8 AM to 5 PM Eastern Time. Some liberty may be given to flex daily hours up or down based on business need, not to exceed a total of 40 hours per week. Payment will be on a time and material basis and paid only for actual hours worked.

Education

Any Graduate
