​​​​​Role: Strategic Planning Process Consultant

Location: Aberdeen, SD

Duration: 12+ months Contract with possibility for extension

 

Reports to: BIT Development Manager   

 

Specific Duties

Activities include, but are not limited to: 

  • IT Visioning Discussion 
  • Business/technology function 
  • Business/technology processes and procedures 
  • Project Management 
  • Infrastructure and tools 
  • Quality Assurance 
  • Prepare inventory of existing IT Systems and may include but not limited to: 
  • Business processes supported 
  • System owner (DLR program with lead staff) 
  • System maintenance cost and source 
  • Current vendor(s) under contract 
  • Data governance based on Data Roadmap 
  • Existing internal and external data flows 
  • Data sharing/transfer capability (VPN, SFTP, API, etc.) 
  • How are architecture and design requirements collected 
  • Prepare Gap Analysis to include but not limited to: 
  • Identify gaps in interface technology 
  • Identify gaps in IT Support, skill sets and processes 
  • Opportunities for maximizing IT system utility 
  • Prepare IT roadmap (including phased transition plan for change management and identify: 
  • System interface and language baseline standards 
  • Interfacing opportunities and shared infrastructure 
  • Potential for gained efficiencies 
  • Redundant capabilities 
  • Upgrade requirements and plan 
  • Procedure and standards for documenting systems, system changes, upgrades, etc. 
  • Staff/skill set requirements 
  • Funding requirements and source 
  • Opportunities for data management and quality assurance based on Data Roadmap 
  • Transition plan (e.g., system refactoring, training, etc.) 

 

Roles and Responsibilities:

The following roles and responsibilities must be fulfilled by the proposed Strategic Planning Process team during the duration of the engagement. The roles and responsibilities listed under each functional component of this section are not all inclusive. These roles and responsibilities are related to the Strategic Planning Process engagement and not actual system/application development, planning or implementation.

 

Information Systems: 

  • Project design and development analysis 
  • Project timeline development and monitoring 
  • Business Analyst and BA support functions including meeting with technical personnel, attending sprint meetings, monitoring status and drafting status reports 
  • Risk identification and management. 
  • Certification compliance analysis, including but not limited to checklist development and documentation. 
  • Environment organization structure design 
  • Organizational change management 
  • Strategic planning focusing on current and future IT needs of the Department 

 

Policy and Program Implementation: 

  • Business Process and Technology Impact Assessment 
  • Analysis and Operational Recommendations related to State or Federal Regulatory Requirements 
  • Technical Assistance 
  • State or Federal program compliance 
  • Quality Assurance 
  • Evidence Based Services and Practices 
  • Impact of State or Federal Legislation – proposed State or Federal policy changes 

 

Project Management Support: 

  • Project Assessment 
  • Project Lifecycle and Management, including timeline development, tracking and maintenance 
  • Communications with Internal and External Stakeholders 
  • Risk Identification and Contingency Management 
  • Performance Monitoring 

 

Subject Matter Expertise Consulting: 

  • Change Management and Transformation Support 
  • Program Enhancement and Innovation such as Lean Process Improvement 
  • Strategy Development and Implementation 
  • Education or Training as needed for Change management, Lean Process Improvements, Strategy Development, etc. 

 

Qualifications:

  • The Strategic Planning Process team should have the following qualifications: 
  • Information Systems - Proven successful experience with information and Department of Labor system requirements gathering, selection, development, implementation, evaluation and maintenance. Team members should be referenced to reflect proven successful experience with information system development, implementation, and maintenance as related to Department of Labor programs and services. 
  • Policy and Program Implementation - Proven successful experience with all aspects of Department of Labor policy and program implementation. Team members should be referenced to reflect proven successful experience with all aspects of Department of Labor policy and program implementation as related to such programs and services. 
  • Project Management Support - Proven project management experience for both large scale and smaller scale implementation efforts. Team members should be referenced to reflect proven successful experience with all aspects of project management. Specifically describe experience in all aspects of project management as related to Department of Labor programs and services. 
  • Subject Matter Expertise Consulting - Proven subject matter expertise and experience in areas related to Department of Labor programs and services. Team members should be referenced to reflect each program area that the team member identifies as proven experience. List experiences for each of the following areas separately: 
  • Change Management and Transformation Support 
  • Program Enhancement and Innovation such as Lean Process Improvement 
  • Strategy Development and Implementation 
  • Education or Training as needed for Change management, Lean Process Improvements, Strategy Development, etc.
