The mission of client is to "promote public safety and strengthen domestic security by providing services in partnership with local, state, and federal criminal justice agencies to prevent, investigate, and solve crime while protecting Florida's citizens and visitors." In 1982, the Florida Legislature appropriated funds for the establishment of the first state Missing Endangered Persons Information Clearinghouse (MEPIC) in the nation. The current system has added functionality over the years as required by legislation and to assist the FDLE members who use the system to issue alerts and streamline processes for faster communication about a missing person.

The MEPIC system needs to be replaced with a database re-design and programming in newer technology with web screens that adhere to the current business needs rather than being constrained by the foundation of a 1983 system design. Newer technology in a re-designed MEPIC system can better assist in the recovery of missing persons.

FDLE requires the services of one Systems Analyst to work under the direction of FDLE's assigned supervisor to achieve the goals and objectives of the MEPIC Technology Upgrade Project as approved by a Legislative Budget Request (LBR). The Systems Analyst will be responsible for converting data (without automated data conversion utilities) from existing SQL database structures to a better designed SQL relational database structure.

The Person In This Position

Must analyze the structure, content and quality of the data to be converted.

Must analyze the data and their requirements to offer design improvements and confirmation of the optimized new data structure.

Map the data elements from the source tables to target tables ensuring that all necessary data is accounted for.

Convert the data from the source tables into the target format tables.

Validate the accuracy and integrity of the converted data.

Document the data conversion process to include how issues were resolved with particular data elements.

Clearly communicate with stakeholders the data conversion plan

Create reports for the old data and the newly converted data to the stakeholders for the purpose of approving the data conversion processed correctly

Systems Analyst responsibilities include, but are not limited to the following:

Planning, Organizing, Integrating, and Implementing requirements with system interfaces, scheduled processes (jobs), functions and features

Adhering to FDLE Project Control Processes, Procedures, and Change Control

Technical issue identification and resolution

Deployment and Implementation Planning

Technical leadership in data conversion strategies for successful implementation

Provide detail and summary reporting to the Project Manager on the progress of completing assignments

Design and optimize a database

Develop the programming architecture for converting the data to the new structure

Write stored procedures, triggers, and SSIS packages for data management and migration.

Coordinate effectively with FDLE Information Technology Services (ITS) staff required to support the project

Effectively work with the multiple FDLE Divisions throughout the software development life cycle to complete this project

Offer solutions to problems and challenges related to data or otherwise

Deliverables

Documented Detailed Data Conversion Plan

Converted data ready for import in to the target Microsoft SQL server database

Data conversion stored procedures

Reports to support the accurate results of the converted data (old and new data)

Identification of issues immediately with recommendations to mitigate

Assistance to the Project Manager ensuring Action Items, Decisions, and optimal design is documented

Contributor to the Operations & Maintenance Plan

Knowledge transfer to the FDLE ITS MEPIC Maintenance Team

Mandatory Skills And Experience

Bachelor's Degree in Computer Science, Business Administration, or other related Information Technology (IT) fields

Minimum of 7 years of work experience designing successful, middle to large-scale IT data conversion projects, of which 2 years must be as the lead data conversion person

Proficient database management system skills to build SQL scripts to extract, transform, and load data from old structures to new structures

Analysis and understanding of data structures and schemas

Ability to troubleshoot and resolve issues that arise during the data conversion process

Ability to clearly communicate with team members and stakeholders about the data conversion process and any issues that arise

Ability to manage multiple tasks simultaneously and to work under tight deadlines

Understanding the system from which the data is being moved from and to

Ability to handle sensitive data responsibly

Strong SQL programming skills

Experience in completing the SQL scripts to convert the data within the schedule timeline

Excellent oral and written communication skills

Strong collaboration skills with stakeholders and project team

Ability to communicate the technical data conversion design in non-technical terms for the end-users to understand

Experience working in an environment with multi-vendor project team members

Technical understanding of data conversion projects

Experience designing and programming in development projects, with the following:

J2EE/Java (JSP, EJB)

JBoss 7.x application servers

JDBC

MS-SQL 2019 database

PL/SQL stored procedures, triggers, views, etc.

XML

Preferred Knowledge Skills And Abilities

Government, Law Enforcement, or Public Safety IT projects

Master's Degree in Computer Science, Business Administration, or other related IT fields or equivalent Project Management work experience
