The Idaho Department of Health and Welfare, Welfare Division, has a need for a Test Manager to support the advancement of the testing function. The Role of Test Manager is to effectively lead the business testing team.

POSITION REQUIRES SOME ONSITE WORK - Remote work is allowed, but the person needs to be able to be ONSITE in the Boise office AS NEEDED BY CLIENT to attend required meetings, discoveries, planning, etc. Travel costs for onsite work will not be covered by the client or CAI, so local candidates will be the best fit for this position.

 

The Idaho Department of Health and Welfare, Welfare Division, has a need for a Test Manager to support multiple initiatives including Child Support and Benefits modernization. The Role of Test Manager is to effectively lead the business testing team. To fulfill this role the Test Manager must understand the discipline of testing and how to effectively implement a testing process while fulfilling the traditional team leadership role. This involves creating a test infrastructure that supports robust communication and a cost-effective testing framework.

 

A successful UAT Test Manager is more focused on the larger systems at play than the scenarios being tested. They ensure testers have considered multiple facets of testing and are responsible for identifying if shippable increments are "ready" for release from an automation perspective. The selected candidate will be mission oriented and self-starting.

 

Detailed Description: Immediate responsibilities will include maintaining an effective testing process and making improvements to this process, including additional automation, to increase the overall effectiveness of the testing function. This position will provide test definition, execution and management for the suite of the Welfare Division systems that support, but not limited to, Medicaid, Aid to the Aged Blind and Disabled (AABD) cash, Temporary Assistance to Families in Idaho (Idaho's TANF funded TAFI program), SNAP (Food Stamps), the Idaho Child Care Program, and Child Support. The Division of Welfare uses the Scrum Agile development methodology, so all methods and strategies should be consistent with this. The Test Manager will also bring consolidation to the various automated load and regression testing tools that have been implemented. In this role, the Test Manager will work closely with automation teams and business partners to ensure User Acceptance Test (UAT), Integrated Testing, and Partner Testing are successful.

 

The test manager will also be responsible for the following:

Release management experience.

 

- Test Strategy: provides the overall approach to testing including team members, tools and processes

- Test Plan: presents the test: objectives, scope, approach, assumptions, dependencies, risks and schedule for a particular release

- Test Cases: specific tests defined to ensure business requirements are met and capture defects when not met

- Defect Documentation: generation of defects captured during test phase

- Defect Tracking: tracking, management, and reporting of found defects

- Measurements and Metrics: effective and useful measures of the testing process

- Status Reports: provides progress toward testing objectives

- Automated Tests: provide automated load and regression tests

- Manual User Acceptance Tests: Define process, scenarios, and test plan for manual business user acceptance testing

- Test Team Member Roles: definition of test team member roles

Demonstrated ability to communicate to many different types of stakeholders in high stress situations, especially in virtual environments.
